Why we group only these
We only group what the administration actually chains together. The bank asks for the non-residence certificate and the certificate needs the NIE; the padrón supports residency and residency opens the health card; and everything behind a set of keys is identified only once. Outside those three chains, a package would be wrapping paper: buy the services individually and you do just as well.
What a package is NOT
It is not a subscription: it does not renew itself, there is no tie-in and there is nothing to cancel. It is a fixed price for services already published, usable for twelve months. Official administration fees are always separate and are stated before anything starts.
