The questions, one by one
How much does it cost to apply for a NIE?
The official fee is €9.84. Everything else is whatever your helper charges.
Applying to the administration for a NIE costs a fee of €9.84. Whatever an intermediary charges to prepare your file or hunt for the appointment comes on top.

The official amount
The «Tasas de trámites de extranjería» table on the Policía Nacional's website sets the assignment of a Foreigner Identity Number at the applicant's request at €9.84. It is the administration's own amount, with no middleman.
The form, and the box to tick
The fee is paid with form 790, code 012, which you generate online. The same form serves dozens of procedures with different amounts, which is why it has a box for each: the right one is «Asignación de Número de Identidad de Extranjero (NIE) a instancia del interesado».
A wrong box gives a wrong amount. Compare the amount on your form with the official table on the day you pay, because fees can change.
What it does not include
The €9.84 pays for assigning the number, nothing more. It does not cover translations, apostilles, travel or whoever fills in the file for you. If someone offers to «guarantee» you an appointment, they are selling something they cannot promise: the appointment calendar is public and free.
