The questions, one by one
What documents do you bring to the NIE appointment?
Passport, the signed EX-15, the fee paid, and copies of everything.
To the NIE appointment you bring your passport in the original and a copy, the EX-15 form signed in original and copy, and the proof of payment of the fee. If a representative goes, also the power of attorney and their own ID.

The three usual papers
Your valid passport, in the original, and a copy of the page with your details (EU citizens may use their ID card). The EX-15 filled in and signed by you or your representative, in original and copy, giving the economic, professional or social reason for the application. And the proof of payment of the €9.84 fee, form 790 code 012.
If someone else goes
Your representative needs the power of attorney that expressly authorises the NIE application, a copy of your document and their own ID in original and copy. The applicant or the representative must always be present.
What the list cannot promise
The police assign the NIE and decide what they need. It can happen that your office asks for one more document on the day. So check the page of the office where you were given the appointment before you go.
