Can a foreigner get Cl@ve?
Yes, with an NIE. The route is not the same as for a resident.
The answer is yes, and the difficulty is not the right to hold one but the procedure for obtaining it from abroad.
Cl@ve and the certificate are not the same thing
Cl@ve identifies you with a password and a code sent to your phone; the FNMT certificate is a file installed in your browser that also signs. Cl@ve is enough for consulting and filing many things; signing on behalf of someone else and certain specific formalities need the certificate.
Anyone who genuinely wants to handle things remotely ends up needing the certificate.
Where people get stuck
On registration: some methods require attendance in person or a letter sent to a Spanish address, and neither is convenient for someone living abroad. It is a logistics problem, not a legal one.
Sorting it before you need it costs half an hour. Sorting it on the day you need it costs a journey.
