The questions, one by one
Can someone else apply for the NIE in my name?
Yes, with a power of attorney that expressly authorises the NIE application.
Yes. A representative can file the application, but needs a power of attorney that expressly authorises the NIE application. What you cannot avoid is that someone, you or they, is present.

What the representative brings
According to the Spanish Consulate in Miami's page, the representative brings a copy of the applicant's document, the original and a copy of their own ID or passport, and the power of attorney that expressly authorises the NIE application. The signed EX-15 and the proof of payment of the fee go with it.
Presence is never fully delegated
The same page is plain about it: the physical presence of the applicant or of the representative is always required. The power of attorney saves you the trip, not the appearance.
Where the power of attorney is granted
A notary drafts and signs it, or the consulate of your country of residence if you prefer. What matters is not the stamp but the wording: it has to name the NIE application expressly, and that is what you ask the notary for.
