Can someone receive my Spanish official mail for me?

Yes, and it is the cheapest thing you can fix in your whole situation.

Of everything that complicates a foreign owner's life, this is the easiest to fix and the one that prevents the most trouble.

What can be done

Someone can receive, open and scan each letter, tell you in your own language what it says, and warn you before the deadline it opens. For the vast majority of administrative post, that is exactly what is needed.

What matters is not keeping the paper: it is knowing in time what it says.

Where the limit sits

Some items require the addressee's identification or signature, and there a neighbour's goodwill is not enough: a proper authorisation or a power of attorney is needed, depending on the case.
