The second occupancy declaration in Torrevieja

A 17.50 euro fee, one form and a technician's certificate.

In Torrevieja the second occupancy declaration is filed through the town hall's e-office, under «Urbanismo y vivienda», or by appointment on the ground floor of the Urbanismo building. The municipal fee is 17.50 euros per home. It goes in with form 621-2 and a qualified technician's certificate.

Where it is filed: on the town hall's e-office (torrevieja.sedelectronica.es), under «Urbanismo y vivienda», or in person, by appointment (cita previa), at the ground-floor offices of the Urbanismo building.

Waiting time: the town hall publishes no decision deadline. It is not a licence you wait for: it is a declaration you file complete.

When Torrevieja asks for it

Article 4 of the municipal ordinance sets it out: once ten years have passed since the first occupancy licence was obtained, it must be renewed in two cases. When the property is transferred for the second or a later time, and when a new supply contract for water, gas or electricity has to be signed.

The same article adds that it may be filed voluntarily in those two cases even if the ten years have not passed.

For an owner who lives abroad these are the two usual moments: the day you sell, and the day the water or electricity has to be contracted again for a house that stood closed.

The papers form 621-2 asks for

The municipal form has five tick boxes. A photocopy of the owner's ID, passport and NIE. A photocopy of the power of attorney when acting on behalf of a company. A photocopy of the title deed or purchase deed, or an up-to-date nota simple from the Land Registry. Proof that the fee has been paid. And the certificate of a qualified technician.

The form also asks for the address and the cadastral reference of the home.

The fee is paid before filing. According to the instructions on the form, the payment slip is handed over at the Urbanismo office, and it can also be requested online by sending the completed form to tasasurbanismo@torrevieja.eu.

The certificate has conditions of its own. The technician certifies that the home still meets the conditions of the first or previous occupancy title, and the certificate must be registered with the technician's professional body, with a CSV number that lets anyone verify the signature.

One detail if you live abroad: the form is signed by the owner of the home, and the representative block is meant only for companies and legal entities. If you will not be in Spain, ask the technician or the Urbanismo office how to file it before taking anything for granted.

How long it takes

The municipal page gives no time limit, and that fits the procedure. Torrevieja's ordinance records that a responsible declaration filed in line with it has all the effects the rules give to the municipal licence, and can be relied on before the administration and before any other person, public or private.

What takes time comes first: the technician's visit, the certificate registered with the professional body, and the payment slip for the fee. The form cites article 233.1 f) of Legislative Decree 1/2021 and articles 6 and 8 of the Valencian government's Decree 12/2021, which governs the responsible declaration for the first occupation of a home and the ones that follow.

The town hall keeps its power to check afterwards. A declaration with an essential fact that is false or missing loses its effect.

What this page cannot tell you

What the technician charges, since the town hall does not set it. The address and opening hours of the Urbanismo office, which the procedure page does not give. And whether the fee has changed since 2 October 2026, the day we read it: check the figure on the municipal page before you pay.

This page covers Torrevieja only. Orihuela Costa comes under Orihuela town hall, and Guardamar, Rojales and Pilar de la Horadada each have their own form and fee. We have not found all of their facts published, and we do not guess them.

Signing the certificate is work for a qualified technician, and we do not do it.
