Your account is not frozen for owing money — it is frozen for an expired paper
The certificate of non-residence is the smallest piece of paper and the one that stops the most transactions. Without it the bank will not open the account; with it expired the bank freezes it — usually in the month the local property tax has to be paid from another country.

Why this matters now
Royal Decree 1816/1991 on external economic transactions and its implementing order oblige the bank to require proof of your non-residence — and to require it again every two years. When the deadline the bank gives you runs out, the account freezes by itself: it is not a penalty or a mistake, it is the rule working. The certificate is issued by the National Police and its official fee is separate. The market charges €60 to €120 for preparing the papers alone, and €120 to €250 if the appointment is included.
What this service is NOT

Nor are we the police: the appointment depends on a public diary and there are weeks with no slot in your province — we will say so on day one instead of promising a date. And if your own bank issues the certificate for a small fee, we will tell you that too, even though it means you do not need us.
Questions about this service
My bank does it for me. Why would I need you?
Sometimes you would not, and we will say so. The bank normally charges a fee for handling it and the result only serves that bank. If you also need it for a notary, for a sale, or for two different institutions, it is better to hold your own copy in your own folder, not inside one branch's file.
Is it the same as the NIE?
No, and confusing the two is the most common mistake. The NIE is your identification number and does not expire as a number. The certificate of non-residence says something else: that you do not reside in Spain today. It is the second one that expires and freezes accounts.
If I spend more time here, can it be refused?
It can stop applying to you, yes — and then the problem is no longer the paper but your tax residence. That is the 183-day border. When that doubt appears, what you need is the residence service and the modelo 210 service, not this one — and we will say so.
